What is Data Hk?

Data hk is a portal that provides easy access to open data from a variety of sources, including international, national and regional data repositories. Its purpose is to promote the use of this data in research, development and innovation, and to facilitate broader economic and social benefits.

The portal aims to build a community of users by providing a common platform to share and use data. This is done through a variety of means, such as online discussion forums, user workshops and the provision of various types of data sets for further analysis.

In addition, the portal offers a number of tools to help in the visualization and interpretation of data. These include line graphs, cross sectional plots and maps. This will allow researchers to better understand the data and make more informed decisions.

As a matter of good practice, the portal should also include links to other resources, such as the PDPO and the PCPD’s guidelines. The portal should also contain a list of relevant legal provisions. It is a good idea to take legal advice in connection with any issues that might arise, such as those relating to the collection and use of personal data and to the protection of sensitive information.

A key consideration is whether or not the personal data collected falls within the scope of PDPO. This is determined by assessing who is the “data user”. A person is a data user if he controls the collection, holding, processing or use of personal data. The PDPO only applies to personal data that concerns an identifiable natural person. This definition is in line with that of other data privacy regimes, such as the Personal Information Protection Law in mainland China (“PIPL”) and the GDPR in the European Union.

If a person is a data user, then he must fulfil a wide range of statutory obligations. This includes complying with the six core DPPs that are a cornerstone of privacy law in Hong Kong. In addition, he must ensure that personal data is only transferred to a third party in a class of transferees that he has expressly notified the data subject about on or before the original collection of the personal data, and that the personal data is not used for any purpose other than those originally notified.

If he wishes to transfer the personal data to a third party outside of Hong Kong, he must first obtain the voluntary and express consent of the data subject. This is a less onerous requirement than under GDPR, but it should be considered carefully.
